As soon as it has a firm position on the issue, ASEAN expects to begin talks with China on the disputed South China Sea territory.

“We are now moving to identify elements of the [regional] code of conduct on the South China Sea,” said Indonesia’s Foreign Minister Marty Natalegawa after a plenary session of the 20th ASEAN Summit in Phnom Penh on Tuesday.

“Once we have an ASEAN position, we will be communicating with China. Hopefully, we can have good progress on the code of conduct,” said Marty without citing any time frame to when the code of conduct would be completed. More on page 735

Despite strenuous efforts by China to keep other global powers out of the South China Sea, recent movements suggest that Beijing has failed.

The United States, whom China is most keen to block, has boosted its presence there in the last week. It is holding military exercises with the Philippines and having a naval exchange with Vietnam.

As if that is not irritating enough for Beijing, even Russia has muscled in. Its state gas giant Gazprom signed a deal this month with Vietnam to explore reserves in the resource-rich sea.

It mirrored a similar exploration pact that India signed with Hanoi last year, and comes on the back of Japan’s long-held influence in the region through years of infrastructure investments in ASEAN. More on page 733

A joint assessment of the score cards evaluating the progress of each ASEAN member toward the creation of a single economic community in the region shows that all countries are on track with their commitments, a minister has said.

“Every country has achieved the requirements or is on target to achieve them. In various aspects, such as connectivity, trade in goods and services, we are ready,” said Trade Minister Gita Wirjawan after the seventh ASEAN Economic Community Council Meeting in Phnom Penh, Cambodia, on Monday. ASEAN needs to liberalize ‘realistically’

A senior minister says Indonesia is set to propose a more “realistic” agenda for liberalizing trade and investment in Southeast Asia when the 20th ASEAN Summit begins in Phnom Penh, Cambodia, on Tuesday.

Myanmar’s formal request to chair ASEAN in 2014 has sparked debate in the media. The government of Myanmar says it is now ready to take the opportunity to lead the organization, after passing up the opportunity to do so in 2006.

At that time, Myanmar said it needed to focus on managing domestic affairs, although it was widely believed that the decision was a result of a peer pressure from fellow ASEAN members and the rest of the international community. More on page 697
